New regulatory framework strengthens municipal, technical, health and safety standards for workers’ accommodation under Saudi Vision 2030
RIYADH, Thursday, September 3, 2026 (WNP): Saudi Arabia’s Ministry of Municipalities and Housing has issued 1,360 licenses for collective housing facilities serving nearly one million resident workers, as part of a new regulatory framework aimed at developing the collective housing sector and ensuring safe, sustainable and well-managed living environments for foreign workers.
The new licenses require collective housing service providers to comply with unified municipal, technical, health and safety standards, strengthening oversight and supporting sustainable urban development across the Kingdom.
Under the new regulatory framework, owners of commercial establishments employing 20 or more workers are required to provide licensed collective housing for their employees or arrange alternative accommodation through licensed and approved facilities that meet the prescribed regulatory requirements.
Saudi Arabia launched the National Program for the Development of Collective Housing in 2025 to oversee implementation of the framework, upgrade the labor housing system and improve workers’ quality of life in line with the objectives of the Quality of Life Program, one of the key programs of Saudi Vision 2030.
The national program brings together 10 government entities, whose efforts are coordinated to monitor compliance with municipal, technical, health and safety requirements at licensed collective housing facilities.
The participating entities conduct inspection campaigns and coordinated awareness initiatives across various regions of the Kingdom, while taking regulatory action against violators to ensure continued compliance and sustained improvement in workers’ accommodation standards.
The Ministry of Municipalities and Housing said the implementation of the regulatory framework through the national program reflects the Kingdom’s commitment to protecting workers’ rights and improving their living standards.
The ministry emphasized that the framework forms part of Saudi Arabia’s broader efforts to safeguard the health, safety and dignity of its workforce.
The initiative also reflects the Kingdom’s focus on a strict, compliance-based approach, with greater emphasis on raising accommodation standards, strengthening field inspections and enhancing coordination among government entities.
The ministry said these efforts are aimed at creating decent, safe and sustainable living environments for workers, while contributing to the broader objectives of Saudi Vision 2030 and the Kingdom’s ongoing urban and social development.
