Agreements cover trade, security, education, environment, technology, health, research and postal services; Lahore-Osh sister-city pact also signed
BISHKEK, Wednesday, September 2, 2026 (WNP): Pakistan and the Kyrgyz Republic have signed a series of bilateral agreements and memoranda of understanding (MoUs) to strengthen cooperation across trade, security, education, health, environment, science, technology and other key sectors.
Prime Minister Muhammad Shehbaz Sharif and President of the Kyrgyz Republic Sadyr Zhaparov witnessed the signing ceremony in Bishkek, where representatives of the two countries exchanged pre-signed documents.
The two leaders also signed a Joint Statement encompassing the discussions held during Prime Minister Shehbaz Sharif’s three-day visit to Bishkek, where he is attending the meeting of the Council of Heads of State of the Shanghai Cooperation Organisation (SCO).
Among the agreements, the two sides signed a Diplomatic Programme of Cooperation between their foreign ministries for 2026–2027, aimed at further strengthening institutional engagement.
An MoU between the Institute of Strategic Studies Islamabad and the National Institute for Strategic Initiatives of the Kyrgyz Republic was also signed to promote cooperation in strategic research and academic collaboration.
The two countries finalized agreements on transit trade to facilitate commercial movement between Pakistan and Kyrgyzstan and signed arrangements to promote science and technological cooperation, along with a Treaty on Extradition.
The governments also formulated a draft agreement on mutual legal assistance in criminal matters, while the interior ministries of the two countries signed an MoU to combat the illicit trafficking of narcotic drugs, psychotropic substances and precursor chemicals.
In the field of health, the Kyrgyz Ministry of Health and the Pakistan Medical and Dental Council signed an MoU to enhance cooperation in medical education. Another MoU between the education ministries of the two countries seeks to promote bilateral cooperation in the field of education.
Cooperation in environmental protection and climate action was strengthened through an MoU between the Kyrgyz Ministry of Natural Resources, Ecology and Technical Supervision and Pakistan’s Ministry of Climate Change and Environmental Coordination.
The National Defence University Pakistan and the National Institute for Strategic Initiatives of the Kyrgyz Republic also signed an MoU covering academic research and cooperative activities.
In the emerging technology sector, the National Agency for Virtual Assets and Blockchain Technologies under the Kyrgyz President and Pakistan’s Virtual Assets Regulatory Authority signed an MoU to promote cooperation in virtual assets.
The two countries also agreed to establish a sister-city relationship between Lahore and Osh, aimed at strengthening people-to-people, cultural and municipal cooperation.
In the postal and e-commerce sector, OJSC Kyrgyz Post and Pakistan Post signed a bilateral agreement for mutually beneficial cooperation, while another agreement between the Chamber of Commerce and Industry of the Kyrgyz Republic and the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) seeks to strengthen business-to-business ties and promote bilateral trade and investment.
The wide-ranging agreements reflect the shared commitment of Pakistan and Kyrgyzstan to deepen bilateral relations and translate their growing political engagement into practical cooperation, stronger economic linkages and greater opportunities for their peoples.
