ISLAMABAD, Monday, October 13, 2025 (WNP): The Third Trilateral Speakers’ Meeting of the parliaments of Pakistan, Türkiye, and Azerbaijan on Monday adopted the Islamabad Declaration, emphasizing that global and regional peace and stability hinge on the peaceful resolution of the Jammu and Kashmir dispute between Pakistan and India in accordance with the relevant United Nations Security Council resolutions.

Convened at the invitation of National Assembly Speaker Sardar Ayaz Sadiq, the conference reaffirmed the three nations’ commitment to strengthening parliamentary cooperation and expanding collaboration across multiple sectors, including trade, connectivity, defense, science, culture, and climate action.

The declaration underscored the shared bonds of history, culture, and faith among the three brotherly countries, while expressing determination to deepen their cooperation based on the outcomes of previous trilateral meetings held in Baku (2021) and Istanbul (2022).

In a strong statement on the Middle East, the Speakers stressed that recent efforts to achieve a comprehensive and sustainable ceasefire in Gaza must ensure the end of civilian killings by Israeli forces, unrestricted delivery of humanitarian aid, prevention of Palestinian displacement, full Israeli withdrawal, and reconstruction of the Gaza Strip.

They reaffirmed support for a two-state solution in accordance with UN resolutions, calling for the establishment of an independent and sovereign State of Palestine with Al-Quds Al-Sharif (Jerusalem) as its capital.

The declaration also voiced concern over the rising wave of Islamophobia, right-wing extremism, and xenophobia, urging coordinated parliamentary efforts to combat discrimination and persecution of Muslim minorities across the world.

The three parliaments reaffirmed their determination to strengthen trilateral strategic cooperation in regional connectivity projects, including the East-West and North-South corridors, and to enhance collaboration within international frameworks such as the UN, OIC, ECO, and D-8, as well as parliamentary organizations like the IPU, PUIC, APA, and PAECO.

Highlighting the urgency of climate action, they stressed the need for effective implementation of global environmental agreements, expressing support for the outcomes of COP29 in Baku. The declaration termed the adoption of the New Collective Quantitative Goal on Climate Finance (NCQF) a historic milestone, while calling for increased funding for climate adaptation in developing countries.

The participants acknowledged emerging global challenges such as terrorism, cyber-attacks, hybrid warfare, and disinformation campaigns, and reaffirmed the importance of adhering to international law and norms to consolidate peace and cooperation.

They condemned the use of natural resources as instruments of warfare and called for the sustainable and cooperative management of shared environmental assets.

The Speakers expressed full solidarity with Azerbaijan in its efforts to rehabilitate liberated territories contaminated by landmines and explosive remnants of war, and endorsed initiatives to ensure the safe and dignified return of internally displaced persons (IDPs).

They also reiterated their commitment to strengthening inter-parliamentary dialogue with the Turkish Republic of Northern Cyprus (TRNC) through regular exchanges among parliamentary committees and friendship groups.

The meeting concluded with an agreement to hold the next Trilateral Speakers’ Conference in Azerbaijan in 2026.

The Speakers of Türkiye and Azerbaijan extended their deep appreciation to Speaker Sardar Ayaz Sadiq and the National Assembly of Pakistan for the warm hospitality and excellent arrangements for the successful organization of the Third Trilateral Speakers’ Meeting in Islamabad.
